Non-Construction Certificate of Occupancy
The City of Temecula requires a Non-Construction Certificate of Occupancy (PDF) to be completed when:
- A business changes ownership
- A business changes locations
- A business wants to open in a space (without any construction taking place)
Inspections
The Non-Construction Certificate of Occupancy involves inspections from:- Building and Safety
- Fire
- Riverside County Health Department (if applicable)
Planning on Construction?
If you will be doing any type of electrical, mechanical, plumbing, or structural work (including interior walls) you must obtain a Building Permit (PDF). If you obtain a Building Permit, you will not need to obtain a separate Non-Construction Certificate of Occupancy for your location.Obtaining a Non-Construction Certificate of Occupancy
Before you start the Non-Construction Certificate of Occupancy process, you will need to do the following:- Download the Non-Construction Certificate of Occupancy Packet (PDF).
- Complete the Building Permit Application (PDF) that is included in the packet.
- Provide 2 copies of dimensioned floor plans (see the attached sample in the packet).
- Contact Eastern Municipal Water District (E.M.W.D.) at 951-928-3777, ext. 2081 and request a “sewer clearance for the City of Temecula.”
- Bring a form of payment (American Express is not accepted) to pay for the Non-Construction Certificate of Occupancy and/or your Business License
- Visit our Permit Center at 41000 Main Street, Temecula, CA 92592 to process your permit.
